In early 1993, President Bill Clinton appointed U.S. Representative Les Aspin to the post of Secretary of Defense, and a special election was called to fill Wisconsin’s 1st Congressional District. Barca faced perennial Republican challenger Mark Neumann and won election to the House of Representatives in the 103rd Congress. Mark Neumann, in turn, defeated Barca in the regular 1994 elections.
