In July 2012 the National Assembly of Vietnam passed a law demarcating Vietnamese sea borders to include the Paracel and Spratly Islands. In response to the Vietnamese move, Beijing announced the establishment of the prefecture-level city of Sansha covering the Paracel and Spratly Islands. The Philippines and Vietnam promptly lodged diplomatic protests strongly opposing the establishment of the Sansha City under Chinese jurisdiction.
