Atto's Financing of Warfare

In a letter from the Chairman of the Security Council Committee (established pursuant to Resolution 751 in 1992) to the President of the Security Council (dated 25 March 2003) Osman Ali Atto is described as an individual who exemplifies "the interaction between looting and the exploitation of Somalia's ressources and infrastructure and the financing of warfare". Famous quotes containing the word warfare:

The chief reason warfare is still with us is neither a secret death-wish of the human species, nor an irrepressible instinct of aggression, nor, finally and more plausibly, the serious economic and social dangers inherent in disarmament, but the simple fact that no substitute for this final arbiter in international affairs has yet appeared on the political scene.
    Hannah Arendt (1906–1975)
