Omega Red

Omega Red is a fictional character that appears in comic books published by Marvel Comics. The character first appeared in X-Men #4 (vol. 2, January 1992), and was created by Jim Lee. In 2009, Omega Red was ranked as IGN's 95th Greatest Comic Book Villain of All Time.
