  • Cold War: In Geneva, negotiations began for the reduction of intermediate range nuclear missiles, with Paul Nitze and Yuli Kvitsinsky appearing for the United States and the Soviet Union, respectively. The START talks eventually led to the signing of the Intermediate-Range Nuclear Forces Treaty on December 8, 1987.
  • The Memorandum of Understanding on Strategic Cooperation was signed by U.S. Secretary of Defense Caspar Weinberger and Israeli Defense Minister Ariel Sharon. The MOU lasted only 17 days, and was suspended after Israel announced its annexation of the Golan Heights.
