In 2004, Jacobson helped launch Third Way, a think tank of the moderate wing of the progressive movement. Third Way works with elected officials, candidates, and advocates to develop and advance moderate policy ideas in Congress. The group's issue trainings have been used in the House and Senate, and by governors and congressional candidates.
