He was devoted to serving the poor and the labour by serving as vice chairman of Industrial Relations Institute, a labor concern pressure group founded by Rev Father McGovern S.J., a Legislative council member, but also a humble servant for the poor and the weak social group. Nagar spent more than 10 years of his younger age, 20-30+, and during that time became one of the founding members of the Hong Kong Democratic Party.
