Some people believe that Riley’s drug activities were financed by the Central Intelligence Agency with the help of their CIA front the Nugan Hand Bank which allowed him to import and export Australian Cannabis and then Heroin from the far east and the U.S using false-bottomed suitcases.
In 1978, during a joint NSW Police and Narcotics Bureau operation, Riley was caught unloading around 2.7 tonnes of cannabis from boat parked on the NSW North Coast. For his part in the crime, Riley received 10 years imprisonment.
