Income Classification
Municipalities are divided into income classes according to their average annual income during the last three calendar years:
| Class | Average annual income |
|---|---|
| First | PHP 50 million or more |
| Second | PHP 40 million or more but less than PHP 50 million |
| Third | PHP 30 million or more but less than PHP 40 million |
| Fourth | PHP 20 million or more but less than PHP 30 million |
| Fifth | PHP 10 million or more but less than PHP20 million |
| Sixth | below PHP 10 million |
