Income Classification

Municipalities are divided into income classes according to their average annual income during the last three calendar years:

Class Average annual income
First PHP 50 million or more
Second PHP 40 million or more but less than PHP 50 million
Third PHP 30 million or more but less than PHP 40 million
Fourth PHP 20 million or more but less than PHP 30 million
Fifth PHP 10 million or more but less than PHP20 million
Sixth below PHP 10 million
