U.S.-Iraq Status of Forces Agreement
Al Rubaie was the main architect of the U.S.–Iraq Status of Forces Agreement of 2008 which set the timeline for the US withdrawal from Iraq and the rules of engagement for both sides. He was personally commended for his role in the long drawn out negotiations by General Ray Odierno.
