Van Zwet derived an inequality which provides sufficient conditions for this inequality to hold. The inequality

Mode ≤ Median ≤ Mean

holds if

F( Median - x ) + F( Median + x ) ≥ 1

for all x where F is the cumulative distribution function of the distribution.
