Early Life
Baker was born in Memphis, Tennessee and considers Lemoore, California to be his hometown. He was active in the Boy Scouts of America where he achieved its second highest rank, Life Scout. Baker graduated from Lemoore Union High School, Lemoore, California, in 1971, and received a bachelor of science degree in aerospace engineering from the University of Texas in 1975.
He has two children.
