Controversy
Harvard law professor Lawrence Lessig criticized Congress for spending the first four months of 2011 debating the issue of bank swipe fees, rather than more substantive national issues such as global warming, budget deficits, or war policy. Lessig contended that Congress, by going back and forth on swipe fees, sometimes favoring banks, sometimes favoring merchants, that both sides would contribute heavily to reelection campaigns for incumbents.
