Constitution
The tribunal is constituted under the Commercial Vessels Act 1979 (NSW). It sits as a three member panel.
The chairperson of the tribunal is a magistrate of the Local Court of New South Wales appointed by the New South Wales Attorney General.
The other two panel members consists of a person nominated by the New South Wales Minister for Ports and by a person nominated by the appellant.
The tribunal is unusual in that the parties to the dispute can nominate the persons who can sit on the tribunal. The usual situation in the state is that the Governor of New South Wales will appoint the members independently based on their knowledge and expertise.

Famous quotes containing the word constitution:
“The veto is a Presidents Constitutional right, given to him by the drafters of the Constitution because they wanted it as a check against irresponsible Congressional action. The veto forces Congress to take another look at legislation that has been passed. I think this is a responsible tool for a president of the United States, and I have sought to use it responsibly.”
—Gerald R. Ford (b. 1913)
“The very hope of experimental philosophy, its expectation of constructing the sciences into a true philosophy of nature, is based on induction, or, if you please, the a priori presumption, that physical causation is universal; that the constitution of nature is written in its actual manifestations, and needs only to be deciphered by experimental and inductive research; that it is not a latent invisible writing, to be brought out by the magic of mental anticipation or metaphysical mediation.”
—Chauncey Wright (18301875)
“The aim of every political constitution is, or ought to be, first to obtain for rulers men who possess most wisdom to discern, and most virtue to pursue, the common good of the society; and in the next place, to take the most effectual precautions for keeping them virtuous whilst they continue to hold their public trust.”
—James Madison (17511836)
