Race and Mandatory Sentencing
Concerning federal prisons, Barbara S. Meierhoefer, in her report for the Federal Judicial Center stated: "The proportion of black offenders grew from under 10% in 1984 to 28% of the mandatory minimum drug offenders by 1990; whites now constitute less than a majority of this group. This is a much more dramatic shift than found in the federal offender population in general."

Famous quotes containing the words race and/or mandatory:
“If this bureau had a prayer for use around horse parks, it would go something like this: Lead us not among bleeding-hearts to whom horses are cute or sweet or adorable, and deliver us from horse-lovers. Amen.... With that established, lets talk about the death of Seabiscuit the other night. It isnt mawkish to say, there was a racehorse, a horse that gave race fans as much pleasure as any that ever lived and one that will be remembered as long and as warmly.”
—Walter Wellesley (Red)
“Off south, the bison multiply so fast
a slaughters mandatory every spring
and every spring the creeks get fat
and Kicking Horse fills up.”
—Richard Hugo (19231982)
