Mel Carter was a fictional character on Blue Heelers. She was a Doctor and replaced Jasmine Farrah. She was first introduced in season 6 episode 'Under Fire' (250). She first comes across as vicious and unpatient, however this can be explained as she was under stressful situation as she was helping with the bus crash.
