Tom Hayes was the brother of Esther Hayes who came to live on the Street after being released from prison. He had several crazy money-making ideas, all of them needing some sort of investment, usually from Esther which she flatly refused. After sponging off his sister for too long, a friend of Esther's pointed out to him that he wasn't welcome anymore and he subsequently left.
