Cross-dressing per se is not illegal. Hong Kong law allows change in legal documents such as the identity card, and passport, but does not allow the birth certificate to be changed, after a person has undergone sex reassignment surgery.

The Court of Final Appeal of Hong Kong ruled that a transsexual woman has the right to marry her boyfriend. The ruling was made on the 13th of May, 2013.
