Early Life and Education
Born in Hassanabdal - Kambelpur (now in Pakistan), known for the historic Gurdwara Panja Sahib, his family migrated to India after partition, did his schooling from Minto Circle, S.T High School, Aligarh Muslim University, Aligarh and later Kharbanda did his graduation from Karorimal College, Delhi University.
