A New Paradigm in Government Management
The JPDO mission, and what the organization is intended to achieve, has at times been called “an experimental concept” in government management. NextGen involves a wide range of carefully timed and integrated activities, and while having significant benefits in the near- and mid-terms, it is also heavily focused on the long-term development of America’s aviation infrastructure. This kind of challenge necessitates an entirely new paradigm in the way government functions to include the way it plans, makes decisions, resources, budgets, and in the way it reacts to opportunities and challenges.

Famous quotes containing the words paradigm, government and/or management:
“As in political revolutions, so in paradigm choicethere is no standard higher than the assent of the relevant community. To discover how scientific revolutions are effected, we shall therefore have to examine not only the impact of nature and of logic, but also the techniques of persuasive argumentation effective within the quite special groups that constitute the community of scientists.”
—Thomas S. Kuhn (b. 1922)
“Our system of government, in spite of Vietnam, Cambodia, CIA, Watergate, is still the best system of government on earth. And the greatest resource of all are the 215 million Americans who still have within us the strength, the character, the intelligence, the experience, the patriotism, the idealism, the compassion, the sense of brotherhood on which we can rely in the future to restore the greatness to our country.”
—Jimmy Carter (James Earl Carter, Jr.)
“This we take it is the grand characteristic of our age. By our skill in Mechanism, it has come to pass, that in the management of external things we excel all other ages; while in whatever respects the pure moral nature, in true dignity of soul and character, we are perhaps inferior to most civilised ages.”
—Thomas Carlyle (17951881)
