IKM attempts to strengthen local self-governance or third tier governance and development through ICT (Information and Communications Technology) applications. It envisages computerising and networking the 1223 local self government institutions (LSGIs) in Kerala. It is the largest and most comprehensive local government computerisation project in India. It addresses the entire gamut of issues concerning local governance, decentralised planning, and local economic development.

Famous quotes containing the words basic and/or objective:
“We can’t nourish our children if we don’t nourish ourselves.... Parents who manage to stay married, sane, and connected to each other share one basic characteristic: The ability to protect even small amounts of time together no matter what else is going on in their lives.”
—Ron Taffel (20th century)
“Reason is a faculty far larger than mere objective force. When either the political or the scientific discourse announces itself as the voice of reason, it is playing God, and should be spanked and stood in the corner.”
—Ursula K. Le Guin (b. 1929)
