Refugees
New Zealand was a signatory to the 1951 UN Convention Relating to the Status of Refugees and the 1967 protocol. In 2009, the government proposed an immigration bill which had provisions for passenger screening. In addition, the bill would permit the withholding of reasons for the denial of entry, and would deny the applicant access to judicial review. Such developments caused concern that the bill could lead to the possibility for prolonged detention.
