In Northern Ireland, Housing Benefit exists for rent and also for rates (as council tax and Council Tax Benefit do not exist in Northern Ireland). Administration is split between two organisations depending on whether the claimant is renting or is an owner-occupier.

Tenants must apply to the Northern Ireland Housing Executive regardless of whether they rent from a private landlord, from the NIHE itself, or from a housing association.

Owner-occupiers can get help with rates only. It is a rate rebate deducted from the bill. This is still named Housing Benefit. They must apply to the Land & Property Services agency and not the NIHE.
