Horst Meyer (born 20 June 1941 in Hamburg-Harburg) is a competition rower and Olympic champion for West Germany.
Meyer received a silver medal at the 1964 Summer Olympics in Tokyo, and won a gold medal in coxed eights at the 1968 Summer Olympics in Mexico City, as a member of the rowing team from West Germany.
