The Homeland Security Act (HSA) of 2002, (Pub.L. 107-296, 116 Stat. 2135, enacted November 25, 2002) was introduced in the aftermath of the September 11 attacks and subsequent mailings of anthrax spores. The HSA was cosponsored by 118 members of Congress. It was signed into law by President George W. Bush in November 2002.
HSA created the United States Department of Homeland Security and the new cabinet-level position of Secretary of Homeland Security. It is the largest federal government reorganization since the Department of Defense was created via the National Security Act of 1947 (as amended in 1949). It also includes many of the organizations under which the powers of the USA PATRIOT Act are exercised.

“Let those who desire a secure homeland conquer it. Let those who do not conquer it live under the whip and in exile, watched over like wild animals, cast from one country to another, concealing the death of their souls with a beggars smile from the scorn of free men.”
—José Martí (18531895)
“Of course we will continue to work for cheaper electricity in the homes and on the farms of America; for better and cheaper transportation; for low interest rates; for sounder home financing; for better banking; for the regulation of security issues; for reciprocal trade among nations and for the wiping out of slums. And my friends, for all of these we have only begun to fight.”
—Franklin D. Roosevelt (18821945)
“Translation is the paradigm, the exemplar of all writing.... It is translation that demonstrates most vividly the yearning for transformation that underlies every act involving speech, that supremely human gift.”
—Harry Mathews (b. 1930)
