Between 50 and 60 US citizens living in London formed the 'American Squadron' commanded by General Wade H. Hayes. The US ambassador in London (Joseph P. Kennedy, Sr.) believed that this could cause, in the event of invasion, all citizens of the then still-neutral US living in London to be liable to be shot by the invading Germans as Francs-tireurs.
