Additional Conservation Agreements
Congress addressed taking restrictions in the 1990s by creating additional agreements to assist in species recovery. Instituted by USFWS and NMFS, safe harbor agreements and candidate conservation agreements are incentive-driven and voluntary. Because of their greater flexibility for property owners, these agreements are likely to become more popular.
