State Level
Grand coalitions are more common at the state level in Germany, because other parties might be stronger there than they are on the federal level. For example in several East German states, the party Die Linke often makes it difficult to form a coalition of SPD and Greens or CDU and FDP. As of November 2011, Berlin, Mecklenburg-Western Pomerania, Saxony-Anhalt and Thuringia are governed by coalitions between the CDU and the SPD.

Famous quotes containing the words state and/or level:
“If kangaroos had no tails, they would topple over seems to me to mean something like this: in any possible state of affairs in which kangaroos have no tails, and which resembles our actual state of affairs as much as kangaroos having no tails permits it to, the kangaroos topple over.”
—David Lewis (b. 1941)
“Architecture might be more sportive and varied if every man built his own house, but it would not be the art and science that we have made it; and while every woman prepares food for her own family, cooking can never rise beyond the level of the amateurs work.”
—Charlotte Perkins Gilman (18601935)
