Government Investment Necessary To Develop New General Purpose Technologies
In his book "Is War Necessary for Economic Growth?" Economics Professor Vernon W Ruttan of University of Minnesota argues that long term and large scale government investments are important in driving the development of general purpose technologies. Professor Ruttan analyzed the development of general purpose technologies in six areas and found that in all cases government financed projects had contributed to significantly speed up the development of new general purpose technologies, and in one case, nuclear power, the development had not been possible without large scale government funding.
The six areas analyzed and described by Professor Ruttan are:
- The US production system - Aviation technologies - Space technologies - Information technology - Internet technologies - Nuclear power

“Hence, the less government we have, the better, the fewer laws, and the less confided power. The antidote to this abuse of formal Government, is, the influence of private character, the growth of the Individual; the appearance of the principal to supersede the proxy; the appearance of the wise man, of whom the existing government, is, it must be owned, but a shabby imitation.”
—Ralph Waldo Emerson (18031882)
“The only thing that was dispensed free to the old New Bedford whalemen was a Bible. A well-known owner of one of that citys whaling fleets once described the Bible as the best cheap investment a shipowner could make.”

“Its very good for an idea to be commonplace. The important thing is that a new idea should develop out of what is already there so that it soon becomes an old acquaintance. Old acquaintances arent by any means always welcome, but at least one cant be mistaken as to who or what they are.”
—Penelope Fitzgerald (b. 1916)
“In communist society, where nobody has one exclusive sphere of activity but each can become accomplished in any branch he wishes, society regulates the general production and thus makes it possible for me to do one thing today and another tomorrow, to hunt in the morning, fish in the afternoon, rear cattle in the evening, criticize after dinner, just as I have a mind, without ever becoming hunter, fisherman, shepherd or critic.”
—Karl Marx (18181883)
“Culture is the tacit agreement to let the means of subsistence disappear behind the purpose of existence. Civilization is the subordination of the latter to the former.”
—Karl Kraus (18741936)
