The Free Congress Foundation (more formally the Free Congress Research and Education Foundation and Free Congress or FCF for short), is a conservative think tank founded by Paul Weyrich. It was based near Capitol Hill in Washington, D.C. for most of its history but is now based in Alexandria, VA. After Paul Weyrich's death in 2008 the Foundation has been headed by former governor of Virginia, Jim Gilmore. Under Gilmore's leadership the Free Congress Foundation has been focused on economic issues and not social issues.
