  • Egypt
  • Netherlands
  • Spain
  • Switzerland

Egypt did not compete in Melbourne due to the Suez Crisis, whilst Netherlands, Spain and Switzerland all boycotted the Australian event in protest at the Soviet invasion of Hungary.
