Direct Elections
People's Congresses of counties (县), cities not divided into districts (不设区的市), city districts (市辖区), townships (乡), ethnic townships (民族乡), and towns (镇) are directly elected. Additionally, village (村) committee members and chairman are directly elected. Local People's Congresses have the constitutional authority to recall the heads and deputy heads of government at the provincial level and below.
