IPCC (2007a) defined adaptation (to climate change) as " and measures to reduce the vulnerability of natural and human systems against actual or expected climate change effects" (p. 76). Vulnerability (to climate change) was defined as "the degree to which a system is susceptible to, and unable to cope with, adverse effects of climate change, including climate variability and extremes" (p. 89).
