Background
The CNE was created by the French government as part of the "Emergency Employment Plan" of June 2005 to fight France's high level of unemployment.
This plan aimed to create jobs by bringing flexibility to small companies and business, as many employers blame their inability to hire on the rigid French labour law. One of the most frequent claim from employers and employers union (MEDEF) has been lack of flexibility to lay-off.
