Summary

The Congress is composed of representatives from the Member states, who are elected in a local or regional office and are equipped with a mandate. The 318 members are divided into the national and political delegations The objective of the Congress is to ensure that the local and regional authorities take part in the European integration, as well as participate in the Council for Democracy, human rights, and the rule of law. In addition, it presents a place of exchange, in which the members can meet to discuss problems within their communities, share their experiences, and engage in conversation with national governments.

Thematically, the Congress covers a wide area with its activities, including reinforcing cooperation among the communities and at the international level, and is committed to Roma and civil rights. The Congress also initiates various resolutions and charters, including the European Charter for Regional or Minority Languages, the Convention on the Participation of Foreigners in Public Life, and the European Urban Charter.
