Criticism
The Commitment to Development Index has received much media attention over the years and has sparked criticism and discussion among a wide range of audiences. One of the most frequent comments, voiced by the Japanese Ministry of Foreign Affairs, questions the selection of the seven components. The ministry argues that several categories may be extraneous when measuring contributions to poverty reduction. The equal weighting of components in the Index is also questioned; the CDI fails to take into account different degrees of impact, thus assuming that foreign aid and migration have equal effects on development.
