Bill 101 has weathered criticism since before its passage into law. However, in recent years, a controversy has arisen from concerns about the effect of Bill 101 on allophone immigrants. As a result of a constantly changing and consistently unique French Canadian culture, allophone immigrants to Montreal are often forced to accept the minority francophone community. This puts them at a unique disadvantage when they are then exposed to the majority Anglophone community in the rest of Canada. The goal then for an inclusive Francophile community in Montreal, perpetrated by Bill 101, puts many newcomers at a disadvantage. Furthermore, because French Canadian has been implemented as a language and as a culture, the legislation isolates immigrant children by not only their language but also by their culture. While the initial effort was for equality, Bill 101 has been examined and criticized for its exclusion.
