Retentionist States

The two partially unrecognized states of Transnistria and the Turkish Republic of Northern Cyprus have not abolished the death penalty and are blocked from the Council of Europe, although neither has executed anyone to date. The only European state in which criminals are executed is Belarus.

Russia has signed but not ratified Protocol No. 6 to the European Convention on Human Rights (abolition in peacetime). The death penalty is still codified in Russia, though couldn't be legally implemented due to Constitutional Court writ forbidding any use until complete abolition.
