Early Life and Municipal Career
Ward was a Bell Canada employee before entering political life. Active in the labour movement, he served on the Brantford and District Labour Council and was named Labour Citizen of the Year in 1989. He ran for the Brantford City Council in 1982 on a Labour Council/New Democratic Party ticket and finished third in the second ward.
Ward was elected to city council on his second attempt in 1985, the only successful candidate to be endorsed by the labour council. He was re-elected without opposition in 1988. While on council, he served as chair of Brantford's Riverfest.

Famous quotes containing the words early, life, municipal and/or career:
“I looked at my daughters, and my boyhood picture, and appreciated the gift of parenthood, at that moment, more than any other gift I have ever been given. For what person, except ones own children, would want so deeply and sincerely to have shared your childhood? Who else would think your insignificant and petty life so precious in the living, so rich in its expressiveness, that it would be worth partaking of what you were, to understand what you are?”
—Gerald Early (20th century)
“O that those lips had language! Life has passed
With me but roughly since I heard thee last.”
—William Cowper (17311800)
“No sane local official who has hung up an empty stocking over the municipal fireplace, is going to shoot Santa Claus just before a hard Christmas.”
—Alfred E. Smith (18731944)
“My ambition in life: to become successful enough to resume my career as a neurasthenic.”
—Mason Cooley (b. 1927)
