Prince Qing and Li Hongzhang signed the protocol on behalf of the Qing Empire, while Bernardo de Cólogan y Cólogan, Alfons Mumm (Freiherr von Schwarzenstein), Ernest Satow and Komura Jutaro signed on behalf of Spain, Germany, Britain and Japan respectively.
