2. Arrondissement of Avallon, (subprefecture: Avallon) with 10 cantons and 149 communes. The population of the arrondissement was 49,885 in 1990, and was 50,618 in 1999, an increase of 1.47%.
3. Arrondissement of Sens, (subprefecture: Sens) with 10 cantons and 108 communes. The population of the arrondissement was 97,161 in 1990, and was 103,860 in 1999, an increase of 6.89%.
