3rd Summit of The Americas - Progress of The Negotiations

Progress of The Negotiations

The talks were the third in the negotiation process for the FTAA. 34 heads of state and government met in Quebec City, representing all the countries of North and South America except Cuba. Partially due to resistance from the leaders of some poorer countries, no deal was reached in Quebec City.

The participants did make a statement titled "The Declaration of Quebec City" which includes the quotation: "We, the democratically elected Heads of State and Government of the Americas, have met in Quebec City at our Third Summit, to renew our commitment to hemispheric integration"

Famous quotes containing the words progress of the, progress and/or negotiations:

The history of the world is none other than the progress of the consciousness of freedom.
    Georg Wilhelm Friedrich Hegel (1770–1831)

The progress of freedom depends more upon the maintenance of peace, the spread of commerce, and the diffusion of education, than upon the labours of cabinets and foreign offices.
    Richard Cobden (1804–1865)

But always and sometimes questioning the old modes
And the new wondering, the poem, growing up through the floor,
Standing tall in tubers, invading and smashing the ritual
Parlor, demands to be met on its own terms now,
Now that the preliminary negotiations are at last over.
    John Ashbery (b. 1927)
