Bihar and Uttar Pradesh were the hardest hit states due to their high population density. Nearly two million people, spread over eleven districts in Bihar, grimly endure a spell of floods. Many major rivers, including the Ganges, Punpun, Bagmati, Gandak and Kosi, were flowing above danger mark.

In Darbhanga, one of the worst affected areas in the state, scores of people were marooned, while others have been forced to seek shelter on higher ground. Some lamented that there was no help forthcoming from the state authorities. Road links were also snapped, cutting off Darbhanga town from the rest of the state.

Flooding had submerged more than 40 percent of Bihar. Rainfall in July was five times higher than the monthly average over a 30-year span.
