Ukase

A ukase (or ukaz /juːˈkeɪs/ Russian: указ, formally "imposition"), in Imperial Russia, was a proclamation of the tsar, government, or a religious leader (patriarch) that had the force of law. Adequate translations are "edict" or "decree" of Roman law.
