Nuclear power is perhaps the primary example of what are called ‘high-risk technologies’ with ‘catastrophic potential’, because “no matter how effective conventional safety devices are, there is a form of accident that is inevitable, and such accidents are a ‘normal’ consequence of the system.” In short, there is no escape from system failures.
