Olver taught chemistry at the University of Massachusetts Amherst for eight years, and later resigned to peruse a career in politics. Olver served two terms as a member of the Massachusetts House of Representatives from January 1, 1969, to January 3, 1973. He later served for nine terms in the Massachusetts Senate from January 3, 1973, until his resignation in 1991 to serve in the U.S. House of Representatives.
