Family
Baxter's brother, Elisha Baxter, served as Governor of Arkansas from 1872 to 1874. His son, Lewis T. Baxter (1852–1927), was a prominent Nashville businessman and an unsuccessful candidate for Governor of Tennessee in 1890. Another son, George W. Baxter (1855–1929), briefly served as the territorial governor of Wyoming in 1886.
