Controversy
The mergers were heavily criticized within the Arab and Druze sectors. A major Druze merger, called City of Five, including Abu Sinan, Julis, Kafr Yasif, Yanuh-Jat and Yirka, fell through. Two other mergers, the Carmel City and Shagor, were eventually reverted.
