The Act has seven titles, each containing numerous sections. These are:
- Title I—Department of State Activity
- Title II—Commission on International Religious Freedom
- Title III—National Security Council
- Title IV—Presidential Actions
- Title V—Promotion of Religious Freedom
- Title VI—Refugee, Asylum, and Consular Matters
- Title VII—Miscellaneous Provisions
