The Act has seven titles, each containing numerous sections. These are:

  • Title I—Department of State Activity
  • Title II—Commission on International Religious Freedom
  • Title III—National Security Council
  • Title IV—Presidential Actions
  • Title V—Promotion of Religious Freedom
  • Title VI—Refugee, Asylum, and Consular Matters
  • Title VII—Miscellaneous Provisions
