Howard sat as Member of Parliament (MP) for Eskdale from 1906 to 1910, for Westbury from 1911 to 1918 and for Luton from 1923 to 1924. He was private secretary to the Parliamentary Secretary to the Board of Trade, Harold Tennant, between 1909 and 1910, and to prime minister H. H. Asquith between 1910 and 1911. In 1911 Asquith appointed him Vice-Chamberlain of the Household, a post he held until 1915, and then served as a Junior Lord of the Treasury from 1915 to 1916.

Apart from his political career Howard was also a Justice of Peace and a temporary lieutenant in the Royal Naval Division in 1914. In 1931 he became Lord Lieutenant of the North Riding of Yorkshire, which he remained until his death four years later.

Famous quotes containing the words political and/or career:

Not wishing to be disturbed over moral issues of the political economy, Americans cling to the notion that the government is a sort of automatic machine, regulated by the balancing of competing interests.
    C. Wright Mills (1916–1962)

“Never hug and kiss your children! Mother love may make your children’s infancy unhappy and prevent them from pursuing a career or getting married!” That’s total hogwash, of course. But it shows on extreme example of what state-of-the-art “scientific” parenting was supposed to be in early twentieth-century America. After all, that was the heyday of efficiency experts, time-and-motion studies, and the like.
    Lawrence Kutner (20th century)
